Does this pillow insert have the same "feel" as your 10/90 down pillow inserts? I want a 10 x 22 but you don't have that size. Question: Do you think I can open an end on this 12 x 22 inch size and reduce this pillow to a 10 x 22 inch size?

No, it's a way different feel that down/feathers because it's a poly fiber filled insert.
You are able to reduce them down if you need to. With down/feather inserts sometimes you won't need to because the filling will shift around enough to fit inside of your cover
